Understand that county committees and boards, like the Parks & Recreation Board,
are merely bodies which
vote to make recommendations to the full county board (ECBOC)
or in some cases to the administrator.
The ECBOC makes the final decisions, with recorded votes, regarding any recommendations.
It appears this recommendation was not voted upon by the ECBOC.
