Below 10 April 2014 EBOC minutes stated exactly how simply and quickly the decision was made to adopt the "Notice of Intent Resolution for Capital Improvement Bonds" ($14 million worth)... NO discussion was held to even be recorded into the minutes! AND the Attachment #1 was never attached to these minutes.
An 11 April 2014 Petoskey News Review's reporter Ryan Bentley explained in the article
"Emmet County wants to use bonds for $7 million Headland park project" the particulars of the proposed bond.

Erroneously, some people believe that IF bonds are used to build public buildings that these buildings, such as the Headlands Event Center or the EMS buildings, are funded by private people who bought the bonds. Municipal bonds are a common investment tool, but bonds do have to be repaid (with interest) to the bond buyers... by the taxpayers!
Below is the "watered-down" version in the meeting minutes of what was actually read as noted above.

ALL the BONDS issue passage was done in the same day; 10 April 2014. I was not pleased. I had only heard about the 1PM meeting from someone else, no public notice! The board had not even notified our county treasurer that this bond issuance was going to transpire. I called about 11AM to our elected official treasurer Marilyn May, and said that I hoped to see her at the meeting at 1PM that day to represent the taxpayers, about bonds. She had no clue what I was talking about. She immediately contacted Marty, and they talked about something??? and Marilyn did attend the 1PM meeting. Talk about a Lack of Transparency!!!
