The 13 May 2014 Building and Grounds committee meeting included the county's "preferred AECOM engineer" presented preliminary plans for the grass roofed Headlands Observatory Facility including "8 ordered revisions" from "Phase 1-Design Development." Those revisions, proposed AFTER the bond counsel's recommendation to spend all proposed bond money, include: "More complex site/landscaping design... Added lower level to house two unisex toilets, telescope storage... Added commercial kitchen vs. previous prep kitchen"... and more... Spending all of that money that the commissioners pushed through without any vote of the people.
UPDATE: With the vast amount of AECOM's supposed design of the Observatory, not to mention the extreme cost to the taxpayer for the Observatory, the building is NOT ADA compliant, which resulted in a closing of the observatory itself. The county had been charging a fee for interested public walking up the steps to view the digital telescope facility. UNTIL... it was discovered that not everyone could do that because no elevator was available for those who could not maneuver the stairs. County buildings and facilities cannot be open to the public if they are not ADA compliant! So, the observatory is closed. Hmmmm... such an observatory. Thank you AECOM–written facetiously.
PS: The AECOM designed "green roof" continues to thrive with weeds, while the taxpayers continue to pay for the non-voted $15,000,000.00 bond (partly for the observatory) until 2029!
